As one of our greatest assets, Mr Jim Mulford has been instrumental in the on-going growth of our firm since day 1; he is a true leader in the forthcoming work with the US Army Corp of Engineers, Department of Veterans Affairs and other government entities. From his home in Apple Valley CA, Mr Mulford is the construction management consultant. On his free time, Mr Jim enjoys Formula1 racing, ice hockey, caring for his cats, and cooking meals for his wife, Claudia.
From 2002 to 2012, Mr Jim was Project Manager, Senior Project Manager, Mid-West Regional Manager and designated on-site Safety Officer and QC Manager for one of the top MEDCOM prime contractors, overseeing construction of medical health care facilities including hospitals, medical and dental clinics in Missouri, Kansas, Kentucky, Tennessee and California. As Regional Manager he was authorized to represent and act on behalf of the company on all matters related to the contract. Projects completed under contract with the US Army Corps of Engineers and in coordination with BACH included the Mother Baby Center Renovation in Ft. Campbell from September 2002 to January 2004; the Labor, Delivery, and Recovery Unit Renovation in Ft. Campbell from February 2004 to March 2005; and the Outpatient Clinic Renovation, now designated as the Specialty Clinic, in Ft. Campbell from February 2005 to June 2007. Mr Jim received the Commander’s Coin for outstanding service and project management on the renovation of the Outpatient Clinic. As Regional Manager, he supervised project managers in Tennessee, Kentucky, Kansas and Missouri and worked as a member of the review team regarding the preparation of the bid package and contract documents for Medical Repair and Renewal (MRR) and Facility Repair and Renewal (FRR) for various indefinite delivery/indefinite quantity (IDIQ) contracts for the US Army.
From 1999 to 2002, Mr Jim worked as Senior Project Manager for a large construction management firm, providing consulting services to clients. Projects included assisting the US Army Corps of Engineers with a claims study and providing consulting services to a German construction company for projects for the US Army Europe in Germany and in Yugoslavia. He prepared a study regarding the authorization of construction projects, DD Form 1391 for the Department of the Army. Site visits were made to three district offices and recommendations were provided on how to improve processing of the authorization. He supervised the installation of a stand-by generator for the hospital at the desert training facility in Ft. Irwin, California.
Post graduation, Jim held various positions from 1958 to 1998; these included, Deputy Area Engineer and Resident Engineer; Project Manager; Chief, Contract Administration with the US Army Corps of Engineers between in 1958 and 1998 in the US and Europe. He was a Contracting Officer while employed as Deputy Area Engineer. His major project completions included the construction and renovation of hospitals, dental clinics, dining facilities, and other US Army community structures. He served on the cost engineer team to prepare a “how to” book for the preparation of construction cost estimates for all military civil works and hazardous, toxic and radioactive waste projects. He also wrote, prepared and assembled a “Project Engineer Handbook” for use by project managers in the field for handling and monitoring different types of construction projects.
